Biography
Starting in May of 2018, Mr. Cullum has served as the City of St. Augustine’s Director of Public Works, where he directs Development Services, Water and Wastewater transmission, collection and treatment, Stormwater, Solid Waste and Streets and Grounds Divisions.
Prior experience includes 25 years with the St. Johns River Water Management District, (District).
He served as Chief, Bureau of Engineering and Hydro-Science, directing surface water, groundwater and water supply analyses and modeling for 18 counties in the District, adjacent Districts and States. He served as the District representative on a state-wide task force for Sea Level Rise.
Prior to that, he was the Director, Division of Engineering, where he directed the design and construction of regional water management facilities including the international-award-winning Upper St. Johns River Basin Project, Lake Apopka Restoration Project and Indian River Lagoon program, and was responsible for operation of regional flood control systems that protected thousands of homes and hundreds of thousands of acres of agricultural lands during hurricane season, including the 2004 four-hurricane season.
Mr. Cullum has a B.S., Chemistry, University of Florida, a Master of Environmental Engineering, also from UF, and is a Licensed Professional Engineer in the state of Florida.
