Lisa Crow
Senior Policy Analyst

Lisa Crow is a Senior Policy Analyst at the Center for Health and Homeland Security where she’s primarily worked with local jurisdictions in developing various emergency preparedness plans and policies, while providing strategic direction on a programmatic level. Ms. Crow currently works with Howard County’s Office of Emergency Management where she led the development of the County’s Emergency Operations Plan and the County’s Pre-Disaster Recovery Plan. Additionally, Ms. Crow is assisting the Baltimore Urban Area Security Initiative’s Recovery Committee with developing local plans for each jurisdiction and a regional plan through coordination with the State. More recently, Ms. Crow coordinated the County’s post-disaster recovery efforts following the Historic Ellicott City Flooding. Her previous projects include Continuity of Operations Planning for the USDA’s Animal Care Division, serving as a planner to the City of Annapolis and Montgomery County, and working with the Center’s Exercise and Training team to plan for and conduct exercises. Lisa holds a Master’s in Integrated Homeland Security Management from Towson University and a Bachelor’s in Sociology and Anthropology from Towson University.
